3、优化商业保理业务。支(zhi)持(chi)在(zai)津商业(ye)保(bao)理公司依法合规探(tan)索发展国(guo)际(ji)保(bao)理业(ye)务,允许商业(ye)保(bao)理公司在(zai)符合进出口与收付汇一致性要求的前提(ti)下,办理基于真实(shi)国(guo)际(ji)贸易背景的商业(ye)保(bao)理业(ye)务。支(zhi)持(chi)商业(ye)保(bao)理行(xing)业(ye)开展团(tuan)体标准(zhun)、双保(bao)理业(ye)务标准(zhun)、业(ye)务合同标准(zhun)等金融标准(zhun)建设。
4、提升融资(zi)租赁(lin)公(gong)(gong)司(si)(si)(si)、商业(ye)(ye)保理公(gong)(gong)司(si)(si)(si)市场化融资(zi)能力和服务质效。支持(chi)银(yin)行业(ye)(ye)金融机(ji)构(gou)对租赁(lin)公(gong)(gong)司(si)(si)(si)、商业(ye)(ye)保理公(gong)(gong)司(si)(si)(si)授(shou)信(xin)穿透(tou)到具体项(xiang)目或资(zi)产认定,对深耕绿色、服务小微(wei)、支持(chi)制造业(ye)(ye)和战略性新兴产业(ye)(ye)发(fa)展的租赁(lin)公(gong)(gong)司(si)(si)(si)、商业(ye)(ye)保理公(gong)(gong)司(si)(si)(si)在融资(zi)方面给(ji)予支持(chi)。鼓励银(yin)行业(ye)(ye)金融机(ji)构(gou)按照审(shen)慎原(yuan)则,在所(suo)属集团总部授(shou)信(xin)额度(du)内对符合条件的租赁(lin)公(gong)(gong)司(si)(si)(si)、商业(ye)(ye)保理公(gong)(gong)司(si)(si)(si)予以单独授(shou)信(xin)支持(chi)。
5、加强供应链金融风险管理和防控,建立基于核心企业全链条的风险防控机制。
6、积极稳妥推进融资租赁、商业保理等业务发展,建立健全合规管理长效机制。
7、加快形成具有竞争力的航运金融服务体系。支(zhi)持航运金融服务机构(gou)在津集聚。支(zhi)持商业保理公(gong)司为航运发(fa)展(zhan)提供国际保理服务。
《意见》出台着眼于提升天津金融业发展质量,营造良好金融发展环境,增强服务实体经济能力。《意见》从加强金融支持科技创新与金融科技赋能、推动金融与数字技术深度融合、完善绿色金融体系、加快普惠金融和养老金融发展、优化自贸试验区和跨境金融服务、立足地方优势促进特色金融高质量发展、加强金融监管防范化解金融风险等七个方面,提出34条重点任务和保障措施,对于做好金融“五篇大文章”,推动天津金融高质量发展具有重要意义。

(一)健全科技(ji)金(jin)(jin)融(rong)组织体系。支持金(jin)(jin)融(rong)机构完善科技(ji)型企业(ye)信(xin)(xin)贷服(fu)务(wu)(wu)机制(zhi)。开展知(zhi)识产权(quan)(quan)保(bao)险(xian)(xian)(xian)试(shi)点(dian),提(ti)升保(bao)险(xian)(xian)(xian)中介在(zai)科技(ji)保(bao)险(xian)(xian)(xian)领域(yu)的(de)服(fu)务(wu)(wu)能力。鼓励(li)国家融(rong)资(zi)担保(bao)基金(jin)(jin)与(yu)天津中小(xiao)企业(ye)信(xin)(xin)用(yong)融(rong)资(zi)担保(bao)有限公(gong)司(si)开展再(zai)担保(bao)业(ye)务(wu)(wu)合作。证(zheng)券公(gong)司(si)可(ke)以根据区(qu)域(yu)性股权(quan)(quan)市场(chang)的(de)业(ye)务(wu)(wu)特(te)(te)点(dian)和企业(ye)需求(qiu),在(zai)做好场(chang)内业(ye)务(wu)(wu)风险(xian)(xian)(xian)隔(ge)离的(de)情(qing)况下,设立专(zhuan)门从事(shi)区(qu)域(yu)性股权(quan)(quan)市场(chang)相(xiang)关业(ye)务(wu)(wu)的(de)一级子公(gong)司(si)或普惠(hui)服(fu)务(wu)(wu)部门,为“专(zhuan)精(jing)特(te)(te)新”专(zhuan)板企业(ye)提(ti)供投融(rong)资(zi)对接(jie)、证(zheng)券承销(xiao)等(deng)服(fu)务(wu)(wu),探索形成适合场(chang)外市场(chang)特(te)(te)点(dian)的(de)业(ye)务(wu)(wu)模(mo)式和管理制(zhi)度(du)。支持引进知(zhi)识产权(quan)(quan)服(fu)务(wu)(wu)机构,搭(da)建(jian)知(zhi)识产权(quan)(quan)评估平台,健全知(zhi)识产权(quan)(quan)融(rong)资(zi)机制(zhi)。

(二十二)加快形成具有竞争力的航运金融服务体系。支持航运金融服务机构在津集聚。支持保险机构为航运相关的物流风险和信用体系建设提供定制化、专属化保险产品,鼓励航运保险、再保险机构在津开展新业务试点。在符合当地市场需求,遵循商业自愿和依法合规的前提下,支持金融租赁公司和融资租赁公司在津设立航空、航运租赁专业子公司和项目公司,支持优质航运企业入股金融租赁公司。支持商业(ye)保理(li)公司(si)为(wei)航运发展(zhan)提供(gong)国际保理(li)服(fu)务。支持引进设立航运信(xin)(xin)息(xi)服务、信(xin)(xin)用评级、海(hai)损(sun)理算等服务机构。

(二十六)提升(sheng)融(rong)资(zi)租(zu)(zu)赁(lin)公(gong)(gong)司、商(shang)业(ye)(ye)保理(li)公(gong)(gong)司市场化融(rong)资(zi)能力和(he)服(fu)务质效。支(zhi)(zhi)持(chi)(chi)(chi)开展(zhan)(zhan)租(zu)(zu)赁(lin)业(ye)(ye)外(wai)(wai)汇政策(ce)试点,允许(xu)符(fu)合条(tiao)件的(de)境内机构(gou)使用自(zi)有外(wai)(wai)汇收入(ru)向境内租(zu)(zu)赁(lin)公(gong)(gong)司支(zhi)(zhi)付国际船舶(bo)经营性(xing)租(zu)(zu)赁(lin)外(wai)(wai)币(bi)租(zu)(zu)金(jin);支(zhi)(zhi)持(chi)(chi)(chi)金(jin)融(rong)租(zu)(zu)赁(lin)公(gong)(gong)司对(dui)(dui)其设(she)立的(de)项目(mu)公(gong)(gong)司进行(xing)外(wai)(wai)币(bi)直接借款;支(zhi)(zhi)持(chi)(chi)(chi)银行(xing)业(ye)(ye)金(jin)融(rong)机构(gou)探(tan)索完(wan)善授(shou)(shou)信考核(he)指标及统计(ji)口径(jing),支(zhi)(zhi)持(chi)(chi)(chi)银行(xing)业(ye)(ye)金(jin)融(rong)机构(gou)对(dui)(dui)租(zu)(zu)赁(lin)公(gong)(gong)司、商(shang)业(ye)(ye)保理(li)公(gong)(gong)司授(shou)(shou)信穿透到(dao)具体项目(mu)或资(zi)产认(ren)定,对(dui)(dui)深耕绿色、服(fu)务小(xiao)微、支(zhi)(zhi)持(chi)(chi)(chi)制(zhi)造业(ye)(ye)和(he)战略性(xing)新(xin)兴产业(ye)(ye)发展(zhan)(zhan)的(de)租(zu)(zu)赁(lin)公(gong)(gong)司、商(shang)业(ye)(ye)保理(li)公(gong)(gong)司在融(rong)资(zi)方面给予支(zhi)(zhi)持(chi)(chi)(chi)。鼓励银行(xing)业(ye)(ye)金(jin)融(rong)机构(gou)按照审慎原则(ze),在所属集团(tuan)总部授(shou)(shou)信额度内对(dui)(dui)符(fu)合条(tiao)件的(de)租(zu)(zu)赁(lin)公(gong)(gong)司、商(shang)业(ye)(ye)保理(li)公(gong)(gong)司予以单独授(shou)(shou)信支(zhi)(zhi)持(chi)(chi)(chi)。
八、加(jia)强金(jin)融监管,防范化解金(jin)融风险,优化金(jin)融发展环(huan)境(jing)
(二(er)十七)加(jia)强(qiang)对(dui)(dui)(dui)各类金(jin)融(rong)(rong)(rong)业(ye)务的(de)(de)(de)风(feng)(feng)险(xian)(xian)评估和(he)(he)(he)防(fang)控(kong)。建立科技金(jin)融(rong)(rong)(rong)风(feng)(feng)险(xian)(xian)防(fang)控(kong)体系,强(qiang)化对(dui)(dui)(dui)金(jin)融(rong)(rong)(rong)机(ji)构(gou)负债结(jie)构(gou)风(feng)(feng)险(xian)(xian)和(he)(he)(he)资(zi)(zi)金(jin)错(cuo)配(pei)风(feng)(feng)险(xian)(xian)的(de)(de)(de)管理(li)(li)(li)。建立健全(quan)与数字金(jin)融(rong)(rong)(rong)发展相适(shi)应的(de)(de)(de)监管规(gui)则,防(fang)范(fan)潜在金(jin)融(rong)(rong)(rong)风(feng)(feng)险(xian)(xian)。提升金(jin)融(rong)(rong)(rong)机(ji)构(gou)环(huan)境(jing)(jing)和(he)(he)(he)社会风(feng)(feng)险(xian)(xian)管理(li)(li)(li)能力,防(fang)范(fan)“洗绿”“漂绿”风(feng)(feng)险(xian)(xian)。强(qiang)化自贸试验区和(he)(he)(he)跨(kua)(kua)境(jing)(jing)金(jin)融(rong)(rong)(rong)风(feng)(feng)险(xian)(xian)管控(kong),加(jia)强(qiang)对(dui)(dui)(dui)跨(kua)(kua)境(jing)(jing)资(zi)(zi)金(jin)流(liu)(liu)动(dong)的(de)(de)(de)监测、分析和(he)(he)(he)预警,防(fang)范(fan)开放条(tiao)件下(xia)跨(kua)(kua)境(jing)(jing)资(zi)(zi)金(jin)流(liu)(liu)动(dong)风(feng)(feng)险(xian)(xian)。加(jia)强(qiang)供应链(lian)金(jin)融(rong)(rong)(rong)风(feng)(feng)险(xian)(xian)管理(li)(li)(li)和(he)(he)(he)防(fang)控(kong),建立基于核心企业(ye)全(quan)链(lian)条(tiao)的(de)(de)(de)风(feng)(feng)险(xian)(xian)防(fang)控(kong)机(ji)制(zhi)。积极稳妥推进(jin)融(rong)(rong)(rong)资(zi)(zi)租赁、商业(ye)保理(li)(li)(li)等业(ye)务发展,建立健全(quan)合规(gui)管理(li)(li)(li)长效机(ji)制(zhi)。
(二(er)十八)防控国(guo)有企业与融(rong)资平台债务风(feng)(feng)险(xian)。严格按(an)照市场化、法(fa)治化原(yuan)则,稳妥开展国(guo)有企业债务存量风(feng)(feng)险(xian)化解(jie)工作(zuo),健全债券(quan)风(feng)(feng)险(xian)监测预警机制(zhi),合理支持地(di)方国(guo)有企业与融(rong)资平台公(gong)司债券(quan)接续发行。
(二十九(jiu))防控中小金(jin)融(rong)机构(gou)(gou)、私募(mu)基金(jin)风(feng)(feng)(feng)险(xian)(xian)。坚(jian)持市场化(hua)、法(fa)治化(hua)原(yuan)则,采取加(jia)(jia)大(da)不(bu)良(liang)资(zi)产(chan)(chan)清收处置力(li)度、强化(hua)流动性(xing)风(feng)(feng)(feng)险(xian)(xian)管(guan)理、稳(wen)妥(tuo)有序推动兼(jian)并(bing)重组、多措并(bing)举提升资(zi)产(chan)(chan)质(zhi)量、加(jia)(jia)快战略投资(zi)者引进、持续(xu)(xu)深化(hua)改革等措施,稳(wen)妥(tuo)化(hua)解天津中小金(jin)融(rong)机构(gou)(gou)、私募(mu)基金(jin)风(feng)(feng)(feng)险(xian)(xian)。加(jia)(jia)大(da)风(feng)(feng)(feng)险(xian)(xian)处置力(li)度,对高风(feng)(feng)(feng)险(xian)(xian)金(jin)融(rong)机构(gou)(gou)、私募(mu)基金(jin)分类施策(ce)处置风(feng)(feng)(feng)险(xian)(xian),持续(xu)(xu)压降天津高风(feng)(feng)(feng)险(xian)(xian)金(jin)融(rong)机构(gou)(gou)数量,如期(qi)完成风(feng)(feng)(feng)险(xian)(xian)处置目标任务,有效阻断风(feng)(feng)(feng)险(xian)(xian)扩(kuo)散和传染。
(三十)全面(mian)加(jia)强金融监(jian)管(guan)(guan)(guan)。加(jia)强中央(yang)与地(di)方监(jian)管(guan)(guan)(guan)协同(tong),严格执(zhi)行中央(yang)统一(yi)的(de)金融管(guan)(guan)(guan)理规则(ze),接(jie)受中央(yang)金融管(guan)(guan)(guan)理部门的(de)指导和监(jian)督。加(jia)强对地(di)方金融组织的(de)机构监(jian)管(guan)(guan)(guan)、行为(wei)监(jian)管(guan)(guan)(guan)、功能监(jian)管(guan)(guan)(guan)、穿透式监(jian)管(guan)(guan)(guan)、持(chi)续监(jian)管(guan)(guan)(guan),坚持(chi)既管(guan)(guan)(guan)合法更管(guan)(guan)(guan)非法,确保金融监(jian)管(guan)(guan)(guan)无死角、无盲区、无例外。坚持(chi)管(guan)(guan)(guan)行业就必须管(guan)(guan)(guan)风险。加(jia)强监(jian)管(guan)(guan)(guan)队伍建设,严格执(zhi)法,充(chong)分运用科技监(jian)管(guan)(guan)(guan)手段,提(ti)升监(jian)管(guan)(guan)(guan)能力和水平(ping)。
(三十一)优(you)化金(jin)融(rong)(rong)生态环境。推(tui)动京津冀(ji)地区(qu)信(xin)用(yong)体(ti)系(xi)一体(ti)化。鼓励全国(guo)(guo)性银行业金(jin)融(rong)(rong)机(ji)构探索建立京津冀(ji)联合授信(xin)机(ji)制,推(tui)动信(xin)贷资源流动。安全有序推(tui)进京津冀(ji)地区(qu)金(jin)融(rong)(rong)统计数(shu)据共享。支(zhi)持(chi)南开大学等(deng)(deng)在津院校建设国(guo)(guo)家级智库和(he)(he)国(guo)(guo)际一流金(jin)融(rong)(rong)学科,打造具有影响(xiang)力(li)的金(jin)融(rong)(rong)研究平台(tai)和(he)(he)高端金(jin)融(rong)(rong)论坛。支(zhi)持(chi)登记结算、资产评(ping)估(gu)、会计审计、保(bao)险精算、人力(li)资源等(deng)(deng)专业服(fu)务机(ji)构集聚发展。推(tui)进金(jin)融(rong)(rong)法(fa)(fa)治建设,遵循宪法(fa)(fa)、法(fa)(fa)律、行政法(fa)(fa)规的相(xiang)关(guan)规定,健(jian)全专业金(jin)融(rong)(rong)纠纷审理(li)、仲裁机(ji)制。加大对金(jin)融(rong)(rong)犯(fan)罪、非法(fa)(fa)金(jin)融(rong)(rong)活动打击力(li)度。
九、保障措施
(三十二(er))加强(qiang)组织领(ling)导。坚(jian)持党中(zhong)央对金融工作的集中(zhong)统一领(ling)导,建(jian)立健全(quan)天津与金融管(guan)理部门(men)沟通联络协(xie)商机制。在改革开放过程中(zhong)遇到的重大(da)政策突破事(shi)项,根据“一事(shi)一报(bao)”原(yuan)则,按程序报(bao)批后实(shi)施。
(三十(shi)三)加(jia)强推动实(shi)(shi)施。天津市制定具体实(shi)(shi)施细则(ze),分步实(shi)(shi)施,进一步完(wan)善现有(you)金(jin)融产(chan)业发(fa)展(zhan)激励机制,在(zai)政策引领、专业服(fu)务(wu)(wu)、配(pei)套措施等方面持续用力(li),确(que)保各项任务(wu)(wu)落实(shi)(shi)到位。
(三十四)加强人才保障。支持培育和引进一批具有全球视野和专业能力的高端金融人才。鼓励国家金融单位、金融总部机构与天津互派金融干部和金融人才开展交流锻炼。发挥高等学校、科研院所、专业智库、学会协会等资源协同优势,强化金融人才引进和培养。
